It would be better to say he should have "recieved" a baft 0/ 10 for English.

I sorely miss the trio: PM, Sir HA, & Bernard. This comedy brings back happy memories of those old and good days of my sojourn in the UK. I wish I could turn back the clock.

I think he's mimicking the style of PM's from the 1950's and early 60's - hence it looking stilted by comparison with today.

@@Sardonic100 It's referencing another clip where he's filming an address but they have to keep cutting for various reasons, a common one being that he's leaning forward over the desk rather than sitting up straight.

Jim Hacker's character was incompetent - yes, but you always you got the feeling that underneath was a decent man. His utter helplessness regarding the detonators being used by nasty people showed that - and Paul Eddington's genius was to play him flip flopping trying to work out what was best for him/country/headlines !
