Had the same issue, fan worked but led did not light up. Apply the heat on the RAM and it worked just like you showed. Thank you sooo much for recording this fix!

Try changing your putty baud rate from 9600 to 115200

Hello brother thank you so much, I have 2960 Cisco with the same problem, i heat on ram but not fixed, i measured voltage in motherboard i jast have 12 and 5 volt there is no 3.3 or 1.8 , I looked for shorting and guess the 1.8 inductor is short to grand , i removed the inductor inject the voltage the current not goes up 50mA (maybe its normal) Could you help me plz 🙏🥺
