One time I turned that run at 3:06 into an exercise and practiced daily with a metronome, starting really slow and bumping up only 1 bpm after I was able to play it 5 times in a row with no mistakes. Never mastered it and gave up.

He's doing legato (rapid sucessions of hammer-ons and pull-offs) with his left hand while using the tremolo bar in his right hand to rapidly raise and lower the pitch of the strings, which is immediately followed by several sweep picking motions.
