He once saw a man take a piece of gum out of his pocket, put it in his mouth, and just throw the wrapper right there on the ground. He PUBLICLY littered. There was another time a man crossed the street without being anywhere near a crosswalk or an intersection. He publicly jaywalked. There was a cop standing there and he didn't even do anything. The cop just let this guy cross the street in complete disregard of the law but did nothing. These are the mean streets of West Linn.
