Technically, she's "arm-length", not government per se. Of course, she's appointed in the interest of the government and only safe in her position as long as she has that backing. A CEO like that throws a negative opinion over the whole organisation.

One concern is how she says bonus and performance pay and I suspect these are two different payouts. For a company that loses money it’s shocking that anyone higher up would get any. It should be paid out from profits and if you don’t make any then you can’t get one.
