If you hook the amplified PA horn up to a 12 Volt Constant power source, there's a risk the amplifier will drain your battery. Hook it up to a 12 Volt Ignition power source instead. If your CB doesn't work unless the keys are in the ignition, then its pointless to hook the speaker up to a constant anyway. If you choose to ignore this advice and hook directly to your battery, make sure you use an inline fuse and locate it close to the battery.

Probably if you cut the wire and quick solder a jack. It would be mono and sound awful though

Can the amplified horn be mounted on a roll bar on a pick up truck outside with all the wind and weather ?

Yes that's what abs plastic is for brother and the aluminum one too although it may tarnish in arid salty conditions
