I have had a couple of Caterhams. The first a 1700 crossflow with 135bhp the second a Cosworth BDR with around 185bhp. I loved my crossflow but always thought that is was under powered. The BDR was about right. I think that you would regret buying a 170 after a few weeks wanting more ooomph.I would suggest a used one with a better power unit. James Whiting that seviced mine and had raced them suggested 150 to 200bhp was ideal for road use.
