@@ViggoAragant The payment (after token) should be made only after the Seller has initiated the transfer. Plus, Buyer should have the option to file a dispute in Excise. incase Seller doesn't complete the transfer. Payment should also be done via Bank Transfer and not in cash.

Instead of using registration numbers, VIN numbers should be put in to pull out the record. This request must not disclose the ownership because it's going to breach someone's privacy 🙄. Everyone can find out who owns any vehicle which is concerning. System should be be designed to put VIN and registration to pull the details of car only. Then whoever is initially buyer or seller should put their own details first, CNIC should be verified with DOB, phone number with OTP to start transfer request . Buyer should know the CNIC number of the owner of the vehicle to generate the request. If the details don't match request should not proceed it will save whole heaps of security issues.

At least for Sindh excise all vehicles data is already publicly available on their website. You just need the license plate number.

Lahore execise is fucked up! they have launched an imcomplete procedure with 0 privacy! Their ultimate task is to give full stress to Citizens who have own millions of thousand Prices Cars. Anyone date can be hacked easily.

I am now moving from Bike to Car. I feel Pakwheels is doing great things. I take much info from pakwheels and Sunil Manj is good person, doing great things.

Sir g all valid and tough questions were answered brilliantly. We need people like him to get our institutions in order. Salute to him.

This is great, but why not do this: Buyer registers that he wants to transfer ABC-123, the owner of ABC-123 gets an OTP that buyer will need to add before proceeding forward. that will make sure that no one does anything malicious.

@@TARIQ41978 but, is not that easy? People do car registration every year, just need to add mobile number during registration. OTP will send from bank, because they are charging for this process.

Excellent episode, thoroughly impressed by the knowledge of the Director and making himself available to answer questions. It seems like a well thought out system. There will be some glitches which will be ironed out with passage of time, hopefully. I am in the US, such a system doesn't exist here, so great initiative. I agree with Suneel, that any step towards digitization is a huge welcome and will curtail the chances of corruption. One suggestion, most of the world uses VIN numbers for identification as the registration number can change but the VIN stays same throughout the life of the vehicle. The Director seems serious about his work so may I suggest to have a feedback system also in place so that he and the public can see how this office performing. NADRA has turned out to be the greatest blessing for our country and it will become the bedrock of all public dealing with govt. offices in future, so e-governance is the way forward.

Very informative video and excellent step to avoid the delays and agent mafia. However I have concern data should not be pulled with vehicle number alone vin chassis number should be factor. Otherwise anyone can launch the request with reading any number on the road, he/she pay the pay and that is there lose but they should not even launch the application without owner's verification like owners cnic, vin number should be input for buyer to verify he get the data from owner otherwise anyone could launch the application for any vehicle on road and overload excise on purpose Second it is secuirty concern anyone get my cnic number with my vehicle number alone that should not be happening at least it should not be shown to buyer without some type of cross reference question field that actually buyer and seller is in contact

CNIC number is not visible after entering vehicle plate number, only following information can be seen; Owner name, vehicle maker (Honda etc.), Vehicle Make (CG125) and Tax paid up to which date.

I think once transfer application submitted by transferee there should be sms sent to transferor on registered number in Nadra for acceptance on application. Sending sms will not cost much to excise instead it will make the process easier. Secondly, fetching information for car should include all three numbers 1: CNIC of owner 2: Registration Number 3: VIN. It’s very difficult for someone to get all these information till owner is providing for transfer

buyer ke transfrer apply krte he owner ko msg jana chaye lnk ke sath. Owner ki confirmation p he biometric ka step active hona chahye

transfer of ownership should be initiated firstly by owner not by the buyer , then buyer may complete the process and pay transfer fee , this is very important . in this way seller can safely receive payment and then initiate transfer followed by the buyer .

Yes , biometric is only possible to a specific NIC

SMS services integration is also supportive for information update and alerts. Then both parties have information that some application is started and in progress.

in a very rare scenario, if the owner of the vehicle has changed mobile contact number to a new sim card which is not registered on his/her name then what? means such SMS services will not be beneficial but it is necessary to have such integrations.

Meri Sunil Munj Sahab se Guzarish hai k wo Director sahab se request krein k jab be Smart card ya Vehicle online Verification System mein Spelling mistake ajaye to us k liye be koi Easy step mutaraf Kiya jaye.. Taky hum E-Pay app k zariye mistake theek karwa sakein.. Aur Smart card mein mistake ya gum ho janay pe New smart card apply karnay k liye be E-Pay system pe option diya jaye. To bht asani jaye ge. Jesay Nadra ID card easily new bana deta hai aesa Smart card be easily ban jana chahiye.. Ye Duplicate smart card wala concept khatam kar dena chahiye.. Kyun k jab car sale karo to buyer hamesha doubt mein rehta hai duplicate smart ko dekh kar..

Buyer should have valid CNIC copy of Seller before starting any procedure/payment and both parties should agree on final vehicle price with all personal conditions, it is better to write a stamp paper. Buyer have to make sure that the seller has all valid documents.
