    In my area, at night time they will tailgate a targeted vehicle until that driver is intimidated into speeding up. At that point, the cop will initiate a traffic stop for speeding. Sheriff have done it to me and I've witnessed CHP doing the same to someone else (after trying it on me). If they don't have an immediate reason, they will make one.

    I have a question....what if the cops pull you over and say "we're checking the area for a dangerous criminal. Can you step out of the car?"....what should a person do in that situation and are you forced to comply even if you don't want them to search your vehicle and you say that you "don't consent to searches" (not because you did anything wrong or are hiding anything but you don't want them to damage any of your items because most cops won't care about damaging your stuff, like throw your expensive laptop on the grown breaking it for example). And can they override not wanting & consenting searches by citing the Patriot Act???
