Can it Carry Astronauts ? Is ISRO Reusable Launch Vehicle better than SPACEX & NASA vehicles?

Recently ISRO successfully completed Landing EXperiment (LEX) for Reusable Launch Vehicle ( TSTO -Two Stage to Orbit) Segment for commercial market.

I think SpaceX has already proven that traditional rockets with boosters and payloads are the safest and cheapest way to get mass into orbit, as long as reusability is addressed, which they have mostly done. This is why they are upgrading their Falcon to Starships to further increase reusability, despite the success of the Falcon and Falcon Heavy models. LEX, demonstrated by ISRO, is great for military reconnaissance missions, which is currently being done by the US with their version. However, ISRO still has a long way to go in reaching this machine to orbit and successfully re-entering Earth's atmosphere, as these are the most difficult challenges. The reason for SpaceX not using airplane-like landing like the LEX is to eliminate runway-like landing that requires its own infrastructure and space. In theory, the Starship model can land on any flat area on celestial objects that support physical entry with slight modifications. We should embrace this innovation and build on top of this idea

This is taking the Russian Buran Shuttle concept and make it far more simple by removing the engine completely and using the shuttle as a pure cargo vessel . And placing the shuttle on top of the rocket. If the main rockets can have the space x reuse capability then ISRO will be way more profitable.and more bigger projects can be undertaken. We should make space x and nasa join us .
