California’s New Motor Law

Автокөліктер мен көлік құралдары

California’s AB-1346 reads as follows, “By July 1, 2022, the state board shall, consistent with federal law, adopt cost-effective and technologically feasible regulations to prohibit engine exhaust and evaporative emissions from new small off-road engines, as defined by the state board. Those regulations shall apply to engines produced on or after January 1, 2024, or as soon as the state board determines is feasible, whichever is later.”
By July 1, 2022 California means to move away from small gas powered engines, mainly in the landscaping industry. Personally, I wonder if this is a prelude to things to come in the automotive industry. I suppose time will tell, but it seems the “motor law” is becoming a reality.
What do you think about California’s new law? Do you think it will help air quality? Do you think it’s an indication of what is to come for the internal combustion engine?
Thanks for watching!

I own a landscape business in the northeast. We've demoed most of the poplar electric brands, including the one you mentioned. They are ok for homeowner/very light commercial use. They will not work (as of today's technology) in commercial use, or very heavy commercial use (like us). One of the major draw backs is the battery packs overheat, and need to cool before charging. You have keep a truck running with a inverter, cycling these battery's every 25-45 minutes with the spare battery packs. IMO idling the truck for 7hrs+ defeats the whole purpose. Thanks for your video! and bringing back our nightmare, from earlier this summer.

I'd expect that idling that truck with its fuel injection / emissions monitors / catalytic converters / DPF / etc results in far fewer emissions over seven hours than running a fleet of carbureted two-stroke engines for even half that time.

Question: Would not a whole lot of batteries solve the problem? Of course, the cost of acquiring enough of the things is one part that's not helpful, then the setup to charge them all the previous night would be very interesting and space consuming, and then I figure the transporting/storage of them about the day is a bit of a concern for where and how... But other than those things, would a lot of extras help? Are the other problems with this idea? Just curious, thanks everyone!

@Tech Café I think the Petroleum companies are going to be jumping on that pretty fast if they suddenly see that their profits are going to go down when cars are forced to be sold as EV only. I am already seeing the natural gas companies here in Canada moving towards different products (hydrogen or hydrogen-natural gas mix) to keep up with the tighter energy/carbon requirements the building code and keep pipelines in use and clients paying for their product. I could easily see oil/gas companies doing the same for cars/trucks, especially if they can show they can do it with less environmental impacts then EV (plus keep production all domestic). A lot of our current processes/plants/pipelines/etc could be converted over to something else if the will is there to do it.

Unfortunately for the past 30 years or so things like small engines have been being built under the concept of built in obsolescence . They are built to eventually fail in a catastrophic manor. Plastic gears driving cam shafts, pot metal components , blocks, pistons, rods and valves made of chinesium. The vast majority of these engines will be unserviceable within ten years of the new law passing. Electric motors will become cheaper as production increases and people will eventually get used to the idea of quieter lawn equipment. Of course having the change batteries every so often might be expensive but probably not much more than re-engining a gas mower. The real question is, will there be enough of the minerals needed to manufacture batteries in mass quantities and will the waste products of electronic and battery manufacturing prove to be just as bad or worse than internal combustion based power plants, from a ecological point of view.

TBH, I think they will slowly kill of petroleum producing by slowing increasing taxes to both producers and consumers until it is no longer economically viable and the industry gets killed, but from what I've heard, gasoline, diesel and jet fuel is not the only thing that industry produces so maybe they would not touch diesel (because food industry depends on it) and just start with increasing taxes on gasoline only to get people to buy electric cars(or hydrogen). Then after that gets set up and the electric semi's become developed enough, they will do the same to diesel fuel, then after that will come aviation fuel etc.

@@SI0AX No. Petroleum is used in lubricants, greases, solvents, plastics and other applications that are still required by those electric tools and engines (is it a motor or an engine when we're talking EVs? I honestly don't know. From a technical standpoint, you'd think it's a motor. But it's actually whatever car companies decide to call it for marketing purposes, because that's what it'll be defined as technically 5 years down the road when everyone keeps using the term.) So there's no way that a petroleum ban is happening in our lifetime unless our ability to synthesize these things without any petroleum at all greatly increases in scale and cost efficiency. And it's not just that either, but the existing industry who refines petroleum: Do you think they'll be forced to swap their entire manufacturing to synthetic? That would cost, well, more dollars than I feel like guessing at. Don't forget the contractors who do most government construction and maintenance are using old diesel equipment: We won't be seeing them replaced outside a handful of cities pushing a proactive agenda in the next 50 years, either. Purely because cities don't like spending money to salt roads and patch potholes.. They are even less inclined to buy all new excavation equipment. Its number of applications may be reduced in the decades to come. But I don't I will live to see the day when petroleum becomes a banned resource.

I recently got married and we bought our first house together. It's a good starter home, but has a rather small lawn. I was used to living on an acre of land with a fair amount of it being yard. I still own an acre that we plan to build our dream home on, but here we are. Point being that this yard is so small, and the space in our garage so limited, that I went with all electric lawn equipment. Those new ego things. I just couldn't justify the gas storage, the maintenance on the equipment, and all the hassle that comes with gas operated equipment with such a small lawn. I'm very happy with my purchases. On a single charge I can cut the front and back yards, using the self driving assist the entire time, and still have plenty of charge to use the weed eater to clean up the edges. Plus, the weed eater came with it's own battery and and edger attachment. And their leaf blower is out of this world strong. I think this is where we are headed, and I low key like it because that leaves more gas for my Vette and my future stoked out 72' C-10.

Having cars be useless after 10 year and taking SO MUCH MORE year after year, but they will blame us for using the same engine same shell same body same everything. Getting the most out of a product. Scrapping it doesn't help. Creates emmisions scrapping it, and then you have to make a whole new one just to replace it. Throwaway culture and crappy products create this. Buy lets say a cheap spatula, oh it broke 6 months in, rinse and repeat well you're gonna have 120 or more spatulas in a lifetime, vs maybe spending 10 times that price or more lets say even 20 times, and you get one to last a lifetime, only being made once, at 120th of the emissions cost. Junk products, people getting rid of stuff that's still good and just wasteful people is the problem. Don't get me started on how a SUPER EFFICIENT older diesel ect can be getting double or more MPG but is considered worse. Apparently pollution from making the gas/diesel isn't considered. Or how the fuels need to get processed and transported on and on and on.

It is a great concept, however mass implementation at the scale of California(and nationwide) with such a short timeline may be a bit hasty. I think we have another 10-20 years before production and the power grid to support the increase in electricity consumption can catch up. Side thought: Since small engines are the target, trying to figure out how an ALL ELECTRIC Generator will create electricity?...

  • @bucharestpunk

Simple, it's not a generator but a battery storage. There are already a few portable solutions on the market that can cover you for esentials almost a day. For example a refrigerator runs only a few minutes per cycle with cycles far apart timewise. So you can power it with a relatively small battery and invertor. In the case of a blackout you can maitain the heat of a room with an electric heater and achieve a comfortable climate for half a day or maybe a day if your house is insulated properly. It's all about adapting in the end.

Never could I replace that machinery with electric powered ones. Every tool has it's place. Electric(battery or corded) chainsaw is useful when cutting trees not far from home. That being said, if you have to cut a lot of trees a gasoline power chainsaw may have the advantage of time - you can fill it up and pump it up faster than charge a battery. And as far as multiple batteries go you need a lot of them and they aren't as cheap to transport as a liter of petrol. Maybe then the initial cost is higher and it's harder to start getting into the business which promotes monopolies, etc. Electric tools have their problems on a certain scale and it requires a lot of people to hire more on principle than price. Just a random ideas that come into my head for the moment.

Thanks for bringing this topic up, Eric. Personally, the noise from all those things is very upsetting to my kids. So I 'm sure others hate the noise pollution as well. I don't think the landscaping industry did anything to help themselves out here. They could have worked to make these machines quiter on their own. They could have promoted better practices for the industry, but they basically just chose to keep going the way things were. And is the plus of having some grass clippings blown into the street really worth the energy, resources and noise to have that done? I think not. Are 2 stroke motors all that bad? you tell me, but I wont miss being woken up on Sat AM from a leaf blower.

Oh no! Not the sounds of life being lived!!! I hate it too. I also hate when I see my neighbor tooling around in his garage. Which is why I call the HOA and report him when he leaves the door open. Then last week I heard children playing outside! Ridiculous. They were riding bicycles on the sidewalk! It isn’t the sideride it is the sidewalk! It’s a hazard too. What if I walked out onto the sidewalk and the neighbors three year old ran into me on her Barbie bike? Yup! I want a noise free neighborhood where I can’t see any movement! It should look and sound like nobody ever moved onto the street. Oh yeah one last thing! A couple years ago the guy across the street had the nerve to wash his car in his driveway on a Sunday! Other than the obvious eyesore of this activity being so disturbing you should have seen the water in the gutter! Can you imagine that? Water in a gutter! I reported him too. It’s been 27 months and three weeks and I haven’t seen him do it since but I make sure to check every fifteen minutes on sundays to see if he is trying it again. It took him eighteen minutes last time so I think the fifteen minute interval is sufficient not to miss seeing him do it. It’s much easier to monitor the neighborhood for anything annoying now that I have cameras. I don’t have to spend half the day staring out the blinds anymore. And then going from window to window for better angles.

California is insane, I know I live here. I have an electric blower for my home but I can see why mechanical ones would be needed for commercial use as they go from place to place and would need a shit ton of batteries otherwise. I also owned a portable power generator for when the power goes out. yes there is solar and tesla batteries but $1000 is way less than 20-30k especially when it only happens occasionally and most people are renters not owners anyways here.

I just read in the bill that there is an "expected availability of zero emissions generators." Oh really? What, an electrically powered generator? Wait a minute, miniature nuclear generators! It would cost thousands of dollars to install solar panels and a battery to replace an emergency generator for a house, and what about the portability of a solar array? They also don't work very well at night. Yes, I was born and raised in the State of Confusion (California). Currently, a low priced ARCO not too far away is $4.35 for regular. We lived in Yuma Arizona for 8 years, and the ARCO we used there is currently $3.25 per gallon. California is also looking at a 2¢ per mile tax on driving. The Southern California SANDAG regional transportation board is considering an additional 2¢ per mile tax.

I get the idea behind it but the market should be the one controlling it. Some handle held equipment have catalytic converters on them now why not let small engine manufacturers come up with a cleaner solution. But vilifying and outlawing one technology is a bit hasty if the long term effects of the of the other hasn't been fully disclosed.

As being in the landscape/lawn maintenance industry, battery powered isn't for commercial use. I know of someone who decided to go electric, he's now struggling. 30k for a commercial electric mower, almost 10k in electric edgers, weed whackers, blowers. 18-20 houses a day, edgers only last for 6 at a time, and charging is a nightmare. This will cause California lawn care owners to buy over state lines and keep on chugging along with gas powered.

In 2035 we won't be able to buy new internal combustion engines here in Cali, it's crazy how we use something that helps create what we have to today and then are quick to turn our backs to it. We should start with hybrids then eventually work our way to all electric vehicles.

We did start with hybrids and are eventually working to all electric. You could buy a hybrid Toyota Prius 21 years ago (even longer in Japan), then there's another 14 years until California can't buy new ICEs. That's a 35 year transition period in the fastest responding state in the US only. I'm a petrol head, and I daily drive a Challenger scat pack in the UK, but I don't think we can justify a longer transition period than 35 years.

The story of the song was influenced by a short story called "A Nice Morning Drive" - A quote from that story: "It hadn’t taken long for the less responsible element among drivers to discover that their new MSVs could inflict great damage on an older car and go unscathed themselves. As a result some drivers would go looking for the older cars in secluded areas, bounce them off the road or into a bridge abutment, and then speed off undamaged, relieved of whatever frustrations cause this kind of behavior." 🙃

At this point I'm almost glad this is happening in just California and on such a small scale to be just lawn equipment. I can see certain things functioning just fine off of electric power, such as leaf blowers and Weed Wackers. But for bigger things like lawnmowers or riders... It starts to get sketchy in my opinion. But before California starts to completely ditch internal combustion engines. They really need to get their electric grid sorted out. I have family that live in California they say the power is awful. Rolling brown and blackouts especially in the summer because of all the Air-conditioning loads. I don't think California is ready for all their infrastructure to be switched completely over to electric for at least 25 more years.

The very thing that needs to happen with battery powered tools in order to speed the transition from combustion engines is that they need to all agree on a universal battery pack. we did well with A, AA, AAA, C, D, so why not universal 12V, 14V, 18V, 20V, 48V, and so on. proprietary power tool battery's can pound sand, it limits consumer choice.

As a 30 year rental equipment employee, this is totally expected and not the first attempt to clean up non-road based machinery. Honda has already designed and implemented an electric replacement that goes in place of its most common gas engines (smaller GX series), and Stihl has fully embraced electric machines (which we do rent, and work AMAZINGLY). As you said, it will be interesting to see what comes next, but at some date there has to be turning point. That said, the rule of life is and always has been, "Change is inevitable, adapt or die!" so we will be working hard to flow into this new normal. I myself as our head mechanic am actually looking forward to this change as it will GREATLY reduce the headache that ethanol gas and moisture/storage has wrought upon our small engine fleet over the last 20 years. Also, as with the diesel off-road emission registry system we have participated in for the last 10 plus years, its unlikely to be much enforcement for a while after implementation. The diesel reg. system merely requires us to add newer/cleaner machines while slowly selling off our dirtier one so as to maintain a certain ratio. It was the same 20 years ago when 2 stokes started sprouting catalysts and the 4-stroke MIX machines popped up to replace the majority of pure 2-cycles. There will always be detractors and complainers among enthusiasts ( I myself love hotrods, cars, bikes and machines) but this is business, we still have to work, and survive, and move forward, and learn. There will always be something to fix, no matter how the machine changes......
