The sleeves are useful for storage or travel. You slide them down when you take them off and slide them up the brush when you need/want to protect the bristles. They come in handy when you travel other than day to day commute.

I would think the sleeves are to cover the bristle end of the brush to keep away dust, when the brush is not in use. Don't throw them.

Beautiful collection of brushes. I recently did this with my makeup (Fenty girl). Feels so good to use a cohesive product line. Your eyeshadow is lovely. What color is that?
