Considering he was trapped and in a burning gym he likely did and iirc if you do fail this mission you get a full trouble meter

There is that one mission given by officer Morrison in new Coventry where u have to extinguish the fires inside of the tenements. I'm not sure if this is true , but I theorize that when rockstar scrapped the fire department missions, they were gonna replace it with an errand but I guess since he has a glitchy animation, they replaced him with officer Morrison.

That makes no sense. O'Rourke could have been used for the errand instead. He won't glitch out if he just talks to Jimmy.
