Its a deterrent, and they make sure it is well publicised. Most people in the UK did exceed the speed limit 10 or so years ago. Currently it is socially wrong to speed, and most people NOW keep within the speed limits. All good, it makes the roads much safer, unless you are stupid enough to buy a Range Rover or BMW, and stupid enough to think you can get away with it. But laser defeat devices are for retards, most speeding tickets are from average speed cameras.

The same principle is why I try not to panic with a brake jam when hit by instant on radar. I try to gently slow down while they observing but nothing obvious that I know I’m being observed. I’m fairly confident that saved me from a conversation back in the day. I was hit in the dark at at least 15 over. I let off, slowly brought it down to the speed limit and switched the detector off before going by. The fact that the speed limit had just changed, i didn’t panic, and I turned off any evidence that might glow in my dash at night worked in my favor. Even if I’m behaving myself, which is actually most of the time, I try not to panic brake. I’d rather they not know how many detectors are out there and their tactic would have worked on one.

*It shouldn't be a problem connecting a laser jammer to a GPS speed limit map. When the jammer's klaxon is triggered, it waits until the car slows to the posted speed limit for that street and then shuts itself off automatically. To the cop it should look like his laser was momentarily unable to get a fix but then it eventually did. Only to find the car wasn't speeding at all.*

If I recall correctly the reason laser jammers are illegal here in the UK is their purpose is to obstruct a police officer from performing his duties. Repeatedly driving past the police whilst running jammers is asking for trouble and the judge would have taken that into consideration when sentencing. He could hardly claim he didn’t know they were fitted. Radar detectors are legal here as they’re a passive device and as such do not obstruct the police.

I will tell you that I regularly read accident data for camera-enforced speed areas, I passed my test with only 3 minors, and have driven hundreds of thousands of miles w/o harming a soul. Average speed zones can issue fines for a 1mph discrepancy. You can claim that you are sensitive enough to notice a 1mph deviation, but studies show many cannot. Checking your mirrors has proven to be much safer in studies than looking at your instrument panel. Your eyes do not need to refocus, nor do they need to readjust for different light levels - even new cars with heads-up speed displays require your eyes to refocus and adjust pupil aperture. This requires more precious time where a driver is blind to any events on the road.

If you jam on your brakes, the police will see the front end of your car dip and know you are braking hard. At night, or if you have daytime driving lights, they will see the angle of your lights drop. Still, if they can't get a stable reading, most will not issue a ticket. I don't know if this is still true of current Laser and Radar speed guns, but at one time they required to get 3 consecutive readings that agreed within a very narrow range before they would lock and display a speed. It was possible to decelerate fast enough that they could not get 3 consecutive readings within the required range. Lastly there is sound. Old analog radar units send out a signal and receive a signal that is Doppler shifted in accordance with the speed of the object it bounces off of. That shift is in the audio frequency range and audible to the officer. A well trained and experienced officer can tell by that tone the speed of the object tracked.

Once several notes are added to a vehicles history that’s when a force area may refer for investigation and if you have a lot of false readings they will try and get a court order to raid your home, sieze your car. Even if your car is not speeding it’s dealt with as attempting to pervert course of justice in the uk and so it’s not a simple vehicle defect like tinted glass over the pond.

Indeed The Jammer alarm is there for a reason; That reason is to reduce the risk of a fine condition that you might be entering into? I live in the UK and have been occasionally fined here a few times over the past 30 yrs!, But Conversely I have systematically been let off on most occasions when I tour the Mid West! Except on one occassion, 2018 When I was doing well over the top and deserved it! In fact the officer was very upset that he had no choice despite me trying to outrun a storm with 2 inch hail! Still my fault!

The UK and Germany over react to this sort of stuff. I have flown in USAF aircraft using countermeasures in the vicinity of local police using radar. Least to say it permanently causes damage to the antenna head of the reader unit. Another word of advice, if you happen to own a radar gun in the K or Ka band, DO NOT ever aim it at any type of military aircraft. You could be mistaken for a terrorist trying to use a radar guided surface to air missile. Not sure of current FCC regs but in the past to legally use radar one had to have a valid FCC license or a radio location device with the appropriate frequency(s) listed and the areas of operation. Lidar on the other hand is based on visible or invisible spectrum of light. No police department can claim that it is illegal according to FCC regulations that lidar jammers are illegal sine they cannot legally regulate light. Municipalities can however create local codes regarding interference of light based speed registering devices.

@Andy Man common law (also known as judicial precedent or judge-made law, or case law) is the body of law created by judges The above is what common law is, it has no relevance on whether speeding is a crime or not. It is a crime though, It is an offence under the Road Traffic Regulation Act 1984 to exceed the speed limit for a vehicle of the class that is being driven. The road traffic act is an act of Parliament that means it law, just incase you think it's not below is an explanation for you An Act of Parliament creates a new law or changes an existing law. An Act is a Bill that has been approved by both the House of Commons and the House of Lords and been given Royal Assent by the Monarch. Taken together, Acts of Parliament make up what is known as Statute Law in the UK.

That's why there are speed limits and that's why they're enforced. Now can you provide evidence for the unsolved crime figures you quoted as I can't find any evidence of it so I'm guessing you have made it up for dramatic effect.
