Although again this might seem ignorant and offensive, I'm certain it's entirely deliberate and part of the satire. We Brits can't tell one foreigner from another, see. Part of the point of this program was the conversations it spawned at the time. Hearing from friends that he was speaking Polish, not Kazakh, kind of made me realise how ignorant I was and really still am. Of course many people swallowed it whole completely unironically, like the "throw the Jew down the well" song in the movie. Again he's doing us a service because we now know those people are idiots. As for the intellectual property aspect, I think that with the success of the movies it will have long since been settled, if it wasn't already up front.
