I don't think its that tricky. If Hamas refuses this proposal (which they are very likely to) then Israel gets the excuse of invading Rafah. They'd be like "hey! you refused the peace deal, you chose this!" to put the onus on Hamas. If Hamas does accept then it means safe return of remaining hostages, and Israeli people will be happy. Either way, Netanyahu will go his own way.
