He did. It was when he played a concert in the USSR. The "authorities" there put strict rules on how the show would be carried out - They kept the lights on the audience and had security officers throughout the crowd to ensure that no one was dancing. So, in protest, Billy yelled those things during the song. He also decided to overturn his piano and kick over a microphone stand to make a spectacle, since the crowd wasn't allowed to move. It's on KZread, i'll see if I can find it.

He didn't kill himself, he attempted it by drinking furniture polish. Fortunately he was not successful and he later wrote the song "Your only human(Second Wind)" which was written to prevent teens from committing suicide. He has been to hospitals twice to help him with his substance abuse. So to set the record straight, he did not kill himself and he is still alive.

+ Billy actually took a whole bottle of Valium, they let him outta the hospital and he drank the lemon-flavored furniture polish... Thank God he didn't make it all the way!
