Missing from the story is the fact that the mining operation was manned with an African American work force. Harvey Vivian Arnett (1875-1951) was the foreman at the quarry who made frequent trips to central Virginia to recruit men for the operation. Many African American families migrated to Lancaster County as a result of the Billmeyer Quarry. There was a African American Church located at Billmeyer, at one time the late Louis Butcher Sr. of Lancaster was the minister at Billmeyer. Incidentally, Harvey Vivian Arnett is buried on the property.
