Probably human hair and hand tied ie. Every strand of hair is sewn into the cap individually using a hand-knotting technique.

It's a high-end luxury single-stitched lace front wig. They are top of the range and because each hair is singularly stitched in to give it its most realistic look, they can cost up to 50,000. Beyonce's cost in the 30k range :O Billie looks so good with this style of hair though! X
