Yup. It's because the first hammer only has one second to ring out a second time and because of the weights pulling it down and the size of the hammer, it won't be able to ring out that time (or if it did, it would be significantly weaker and quieter), so they added another hammer which raises the exact moment the first one lowers.
The bell is very loud being just 7-10 feet away from it. I’m just imagining being inside of the bell underneath it, also imagining if it was swinging.
Imagine if the hammer of the third quarter bell started raising when he was doing this... oops.
