If steps are more Jyada steps hai toh motion sensor ka use karo. PIR wall mount motion sensor. Agar dusra option chahiye toh proximity IR sensor bhi chalega. Try robu for better price. Or electronic components site

Yes. That sensor is called Advanced Radar!. You can ask some military person for the same. Or what you can do is take a smart sensor and connect it with your mobile. Forget 1km, you can get the sensors indications from another city as well.

Don't use ultrasonic sensor . Not recommended by reasercherse to expose with ultrasonic for long time. Ir sensor will not work proper in day light. Edited : use pir sensor

5v is recommended +-2 v can be given
