If you come to the Philippines and are a foreigner there is a very good chance that you may have heard someone say "Hey Joe" as you walk down the street...
This comes from World War 2 when the americans were helping with the fight in the Philippines. Many Filipinos started calling them "Joe". This was more popularized with "GI Joes" in action figures and on TV. Simply put it became rooted in Filipino culture that if a foreigner was in the country he was probably an American, and a standard greeting was "Hey Joe!".
Of course this may come across sometimes as sounding "negative" or "disrespectful" but the way I look at it is... it comes down to Education. Many Filipinos will not have had many conversations with foreigners. A lot of Filipinos as well will be afraid of talking with a foreigner due to racial differences or the possibility of a "nosebleed" from speaking english! But I am 100% convinced that the best thing you can do to someone who says "Hey Joe"... is share a little happiness, and even better...
EXPLAIN TO THEM where you are from, and what your real name is :)
Having a short conversation in a positive way can really make a difference and educate someone who calls you "Joe". As well it may persuade them to not stereotype or call everyone "Joe".
There are also a few things you should avoid doing when someone says "Hey Joe"... This is a little fun video tutorial :)
If you don't have time for a chit chat... a simple apir, smile and sharing of happiness will at least get you some "street credit" :)

    It used to make me mad, until I realized it was good-natured. Then, I started stopping in place, turning to look, and saluting. Or, I would yell, "DONG!" or "INDAY!" and wave excitedly like I knew the person. It's great fun.

    Yeah. It's never meant as an insult. Ever. It's actually self-deprecating in a way as it makes fun of OUR excitement at seeing foreigners (which used to be rare in the rural Philippines).

    hey joe,..it's like hey man...but some get offended so what can we do.?..if a foreigner responds,smiles back to our calling "hey joe" then he wants to make friendz..that's a relief..it's not like everyday we meet foreigners,hearing them speak in english so i guess it will be an opportunity practicing our little english so to start with,we go saying like hey joe!..lolz..filipinos are friendly so if they get a positive reponse to their "hey joe" stuff,that would be awesome...but then again,there are some foreigners who are quite snob..wala kming mgagagawa dyan..but we don't care..we have kulas....who doesn't think of himself as high and mighty..Kudos kulas.God bless

    thank you for discussing this "hey joe" word because most Pinoy used this word to foreigner who come to Ph and of course foreigners who are short tempered think it is an insult but that's not really what people meant when they shout the word it is meant for greeting them (man)

    Pag may tumawag sayo na "hey joe", ibig sabihin nun na kinikilala ka nilang isang foreigner, binabati ka nila para mapansin mo sila na ikaw yung tinatawag nila pero di nila alam na minsan hindi maganda impression nun nung tinatawag nila, pero kaya ka tinatawag na ganun eh kasi nirerespeto nila pagiging dayuhan mo. Haba no..? Pero buti na lang may Tip 101 si Kulas. If can't deal with it, just adopt and blend... Hehe.. ✌

    I was with an Australian friend in Philippines and it was surprising how many random people kept calling out "hey Joe". He didn't mind but everywhere we went "hey Joe" echoed down the street lol.

    A lot of us Filipinos (specially the young) dont know this but we started calling americans "joe" because of one famous shell-ferrari commercial televised here in the Philippines in the 90s where a kid greeted this shell refilling guy by calling him out by saying "Ciao romano!", this was mistakenly interpreted as "Joe romano" because we filipinos are not familiar with the word "Ciao".. my theory of why it caught on is because Joe is an english counterpart for "Jose" which is a well known Filipino name.. took me a long time but try searching in youtube "Comercial Shell - Estacionamiento autos Ferrari - 1997" and you'll see(remember) it..

    despite misconception, the "Hey Joe!" name calling actually came from a famous tv commercial here in the philippines from long ago, sometimes they say something like "Hey Joe, Joe Romano" or something like that everytime they see an american,. but it's not very prevalent now as time passes by.. mostly it's just adults who call white people that..
