making comment w/o being able to test it at spot would be meaningless. 'Cause there's a possibility, the boss set up a culture there where employees are allowed to adjust down a few bucks to the next 8 and those "losses" are considered when set up the sale prices, just like what actuary does

It's part of sales. You have the lowest price that can be given. Then there is also a discounted mid pricing. The advertised price is the "regular" price.
