Because he's obviously lying, and the cop is trying to catch him on it. When he was asked for his license, he said he was going home because he forgot it there, then when the cop mentioned the reason he was pulled over was because he had no plates on his bike, he said "that's why I'm going home" makes no sense at all.

That first cop is an absolute moron. If they ask more than once just tell them you've already answered that question and won't be doing so again. They are either not listening and just want to brow beat you about the smallest issue there could be or trying to get you to change your answer to incriminate yourself further.
