The only one who could've stopped the war from happening was Viserys. He punted on that.
After everything that had happened between both sides, nothing could of stopped the coming war.
Lucerys could have apologized. Acknowledged Aemond's hurt. As we see Aemond in the show- he's no Daemon. He never acts out like Daemon in his youth. Hit him with something surprising for him like some friendly words - that would have worked a long way.

That's an interesting angle. Even if he didn't mean it, it would've been wise to try in an attempt to diffuse the situation, say they were just kids and he was sorry. He was still young though, and further enflamed the situation at that final dinner with Viserys when he laughed at the pig. Not a smart move after all that happened between them, and how formidable Aemond has become.
