If you would like to make less horrible vibrations stick your cutting tool out as little as possible. Keep the work sticking out of the chuck as little as possible. Welding a large part to a small rod is also destined to make a shit sound and surface finish.

The "repaired"" stub axle is junk because he destroyed the required strength - deliberately destroying it with heat to make it possible to machine it with ordinary HSS tool bits. Even if the strength was not destroyed, all that effort to cut male and female threads was a complete waste of time - it would be stronger with a simple interference fit. It would have been simpler and quicker to just weld on a rod of suitable diameter and length and turning every surface, instead of re-joining the old broken off piece. That poor lathe! Headstock bearings ruined by the welding current passing through them, and weld splatter hitting the precision ground ways.
