In the anime, it transforms into people all the time without the tail or any indicators. I think the zoroa in the anime was doing the tail thing to mess with Dawn.

I known all of this because one of my most favorite Pokemon is Zoroark. So researching this little adorable fox after researching Zoroark always caught my attention. Ya should of did 10 facts instead of 5.

Technically zorua (zor-oo-ah) cannot transform into other pokemon. They simply seem to transform due to their ability to create illusions. Illusion is even it's ability.
