League as a game with constant major update, is not even meant to be perfectly balanced. League is meant to be kept fresh every season, instead of being slowly balanced across multiple seasons. Every time there is an item rework, pretty much all previous balancing went out of the window, and Riot needs to make everything decently balanced within a few weeks. It is honestly impressive. If there is a balance competition between many game devs (given the same task), league balance team probably does way better than balance teams of other moba, simply because league team has so much practice by quickly re-balancing league every season. Balancing a game with frequent major update is just intrinsically a hard job.
