I grew up not too far from Rockford and haven't been back there in decades. It used to be a very nice middle class single family housing town, a sort of outlying suburb of Chicago. My uncle and his family lived there. His oldest son and I are still in contact, and he still lives in the area and tells me that it has just gone to hell, a suburban ghetto filled with poverty and crime.

Yeah but in the 80’s they decided that treating them against their will was unconstitutional and should let them roam free. So now they just medicate themselves on the street. It was all done so that politicians could save money on all the medical care they required. They still ask and tax for the money but where is it actually going. Anybody’s guess.
