I was having the same problem with the starter in my JD 212. Thought I was going to have to replace the starter but I put a new battery in it and it's been working fine ever since.

Onans are the same way, starters are tucked up underneath and inside the frame rail

That plug is not a plug it's a spacer for your hydraulic lines
