DISCLAIMER: This will NOT fix any steering box issues or any play that is in your front end. This will simply fix the steering wheel play that just develops over time.

I did this to my 09 Sierra. Screws would not stay tight. When wheel gets tilted up and down they will loosen back up. I put red locktite on my screws and they still backed out. You are correct on not over tightening the screws. The wheel will be way too tight. I don't know what proper torque should be on those. If didn't screw them down as tight as I could get them it would not take play the away. My next step i guess is to go to junkyard and find screws to replace mine with. The dealership can't get them. They want to sell the whole steering column for $800. The way to determine if it is your steering wheel and not front end related is to have a friend hold the lower steering shaft where it goes into the rack with vicegrips, then move the steering wheel left to right. If it moves at all then it is those screws. My dealership here is clueless about it and they are the best mechanics around that I know of. Nobody seems to know anything about it. This is the first video I've seen so far on it. Thanks so much for uploading it. It is very informative and accurate.
