Yes, definitely you can use other flour like all purpose flour but it wont be low carb anymore

I like this bread and I'm pretty careful about the measurements but it doesn't turn out as fluffy as yours... It's a good taste but quite a bit heavier and denser in texture even after several tries...

I'm sorry to hear that. When mixing chia with other ingredients, you can leave it for 10-15 mins to bloom the chia seeds before baking. You can also adda little bit more water. Chia seeds when mixed with water or milk they form a gel like consistency. This gel helps retain moisture in the bread during baking, keeping it moist and soft. I hope this help :)
