  Good job officer staying in control of the scene. You can't do medical aid if the suspect has his hands under him and may have a gun. I think the man was suicidal and failed the suicide with his vehicle crash. So he had the officer shoot him. Suicide by cop. Sad for the man and traumatizing to the officer.
