If it were me doing that type of job in those conditions I would invest in a pair of Thigh Boots or even wader's , that way you won't fill your boots with water , as an old Oysterhand take it from me ,i would much rather stay dry that way i could work better & not have to take the boot's off to get thewater out of them ......
