It's actually kinda sad how Legendary has to quite literally obtain license of every existing Toho kaijus to *for every monsterverse movie* For instance, in GxK the surprise kaiju was almost not Mothra but a different original character named Fosfera, due to complicated licensing negotiations to have her in that movie, despite already appearing in KOTM.

Excluding Rodan from "GxK" was a wasted opportunity - since he is still technically alive in the MV cannon, no further explanation would be needed for his absence, and also, his fire Powers would have been a great asset in the fight against Shimo. Since Godzilla is a reptile (based )Kaiju, they are obviously cold blooded and therefore extremely weak to freezing temperatures, this is where Shimo has an advantage.
