  To download an animated background, right click *the background* then click *save video as* . hope that helps :) edit: it wouldnt help with anything though :(

  Steam doesn't really care about that stuff. Yes, it's morally wrong but the only thing that can happen to you is that you will get in trouble with the author of the artwork. The best way to deal with this (and to make sure you'll be ok) is to contact the author of the art you want to use and ask their permission.
