I worked in the police department and we were always told if you do stuff like this, you risk the lives of other officers. You may wonder why that is but it’s because you can’t be trusted to make proper judgement on situations and if this might happen here, what if she thinks she has something under control but doesn’t. She should be fired because of multiple problems.
This is the absolute wrong way to go about this. 13 year olds don't drive around town at 1 am with a stolen golf cart in the rain because things are wonderful at home. My guess is his mom was spending the night with a guy and he was acting out. He was probably driving to dad's house or a friends house to crash for the night. What you do is tow the golf cart, take him to the station and cuff him to a chair for a couple hours. Maybe get him a hot drink if he behaves. Worst case scenario is that mom frantically calls 911 in the morning and gets to pick him up at the station.

This is why i refuse to give any cop my information. They will run your name for wardants everytime and even if you do not have any warrants, your name goes into 2 or 3 databases where regardless if you were charged with a crime or not doesnt matter, they see your name in their database, your considered a criminal. Furthermore, whats the reasoning for the police runningnevery persons name for warrants?? It sure makes if seem as if they value money more than protecting and serving. They value money more than public saftey.

This cop is not only ignorant of the law and the facts but is arguing against himself. If they are in possession of stolen property he should arrest them. If the Contractor dumped someone else's materials on their driveway, he can be arrested for littering or unlawful disposal on private property. But he does neither, he just assumes and argues. His analogies are confusing and make the matter worse instead of better. If his car breaks down in her driveway, she is legally allowed to have it towed away. She doesn't own it, but she also doesn't have to leave his car blocking her driveway. Moving gravel creates another problem since the driveway was gravel, Rick likely opted to leave more and not risk "stealing" any of her existing driveway stone.
