Although the theory that vault-tec was responsible is a fan-favorite, i dont think thats the case, many times in the lore is hinted that the chinese were probrably the first ones to fire the shot as a result of the US military getting too trigger-happy with the invasion of the chinese mainland(which happened after the liberation of anchorage), and also there were much "unfinished buisiness" on vault tec and the US part.

You know the more I watch this and think about it, the more I realize how short sighted vault tech really was, because in the long run they really didn’t benefit from it at all, and a lot of the vaults fell apart, were forced to deviate from what vault tech was planning, or just outright fail.

How is this a retcon? Whoever started the war was never made canon. Sure Tim Cain suggested it was China, but he never put that into Fallout 1 and the rest of the games made it ambiguous as well. If Bethesda decided to confirm that it was Vault-Tec, then that would give us an answer, not a retcon.

I'm pretty sure Interplay shut down over a decade ago. And since Bethesda owns the Fallout IP, they get to decide what's canon or not. Even Tim Cain said that in his review for this show.

To be fair we still dont know for sure that they did. All this tells us is that they were planning to. I doubt she would drop the nukes while her daughter was out there, for example. Could be wrong though.

In the end, vault tec nuke their own country, because even if China was already loosing the war and know that Alaska was liberated. We can see here that vault tec didnt want the war to stop, instead they rethink their ideas and with the help of the enclave (the us government). They probably think that killing the entire world and coming back to a world that was purified by nuclear fallout, was in the end gona be ruled by vault tec and the emclave all together, a new world ruled by a big power of the enclave and vault tec. Obviously here we can see that a few politicians in the game and other places in the US, want to creat peace with China to end hostilities but the Enclave and vault tec decided no to so many Americans and other important people like the vault tec main employees and the enclave loyal soldiers and leaders are only the ones they survive and rebuild the world as their own image. In the end Vault tec prevent the war to end, because even if the war end in a peaceful way, Vault tec will be in a totall ruined and other companies will final find a solution to other problems that the world have in that time. If you guys didnt know the world was having power problems, big shortages of natural resources, and other things. Some other companies discover the way to find and solve the solution to solve: power shortages, natural resources shortages, food problems, and even the start of creating cures for any decease. But the enclave and vault tec prevent all this solutions to be available so the war can continue and the big master plan to purified the world. In the end Vault tec and the enclave launch their own nuke missles to america first and then the chinese missles will impact after the US nukes explode.

A lot of people dismiss they dropped the bombs because in game lore points to the chinese doing it but if vault tec did drop the bombs they would of done it in a way thay made it look like a chinese attack which would of caused both governments to launch the rest. Vault tec may not of "appeared" ready when the bombs dropped but most of there plans where ready and with china so close to defeat this must of forced there plan into action.
