  To resize my dock I had to move the cursor slowly over where you showed about 15 times. It seems there is a single pixel wide zone on a 4k monitor, which is asinine. Thanks to this video I found it.

  You should probably add: Check tool options Make sure the tool you're using isn't set to work on a Selection or Path. You can find these buttons at the top of the Tool Options for Transform Tools
