  I’m not clear on how these three fit together. Both Command and Control & Negotiated Management are styles of policing strategies, whereas ESIM is a theory on how individuals view themselves and the world around them through membership in a social group. While not necessarily a precise predictor of behavior, it can serve as a tool for police to gauge crowd behavior. It seems apples & oranges to me because two are policing styles and one is a theory on individuals’ behavior in a crowd. In other words, while the ESIM theory should certainly influence public order policing tactical decisions, I don't view the theory as a "model" for public order policing.

  The idea that 'All country begins as a dictatorship' to sustain the other ideas that democracy and dictatorship are on the same continuum, and they are not different categories, is a suggestion that all country begins at the same time, there is not a lived, the experiences that can help others to begins in other way. Also, if to define, is to pose in such a way that the opposite of what has been posed is excluded, Democratie is a category according to the definition and dictatorship is another category as far as definition is concerned. In his book Open Society and Its Enemies, Karl Popper has made clear the fact that democracy is one thing, and a dictatorship is another thing, To what extent does it make sense the idea that all country begins as a dictatorship since some countries have begun centuries and centuries ago and other a centuries ago and other few years ago? Centuries ago, people used horses to travel or boats, some people born in a different era where plane and cars were invented haven't started their travel experience using horses or boats. Therefore, the idea that all country begins as a dictatorship can only please dictators and their supporters, but it is having no ground.

  Not to take anything away from this presentation, but I'm not here to leave a comment about this one. I came here to leave a comment about Nate Hagens' presentation from this conference, since for SOME reason, comments were turned off, here on KZread. Come to think about it, I'm surprised that DHS even allowed this video out on KZread. This stuff is probably light years beyond anything they currently understand. I think it's a real breakthrough on the part of Nate to be able to reach this U.S. Gov't audience. As a professionally-related hobby while serving as a U.S. Army Intelligence officer (now retired), I've kept-up with Nate Hagens' work for well over a decade, while at the same time studying Peak Oil (was even a member of Portland Peak Oil, a non-political awareness group at the time), other areas of resource depletion and societal/civilizational decline/collapse. Based on my experiences within our military, I can just imagine how Nate intellectually picked-up and body-slammed these idiot administrators in the audience from Fatherland (Oh did I say that? I meant "Homeland") Security. I'll bet that these people never even heard of Peak Oil, or have taken civilizational collapse seriously. I'm willing to bet that this audience of gov't administrators are even more NFL/NASCAR/Disneyland than anyone else. BTW since Nate didn't mention it, I will here: UNPLANNED simplification is the definition of collapse (I.e., the one were currently in). Some societies in the history of civilization have performed planned simplifications, seeing what could happen if they didn't, but they are very few (the Tokugawa Japanese, the Eastern Roman Empire.). The creation of DHS alone was a knee-jerk reaction to 9/11, adding complexity to the system, the type of which Dr. Joseph Tainter (a colleague of Nate Hagens) not only wrote about back in the 80's in his book "The Collapse of Complex Societies," but has even used as an example in interviews, since DHS was created (available here on KZread).
