Reading EZLN's publication of november, it was not dissolved (i believe wikipedia doesnt describe it the best way), rather they wholly re-organized into a more decentralized bottom-up structure more closely resembling anarcho communist principles while rendering the old rebel governtments invalid, this is why they renamed from autonomous governments to autonomous municipalities, also its more organized on a town to town basis rather than bigger subdivisions. Why they did this, they say it was planned for 10 years and prepared for the past 3, to better deal with challenges that face the local communities more flexibly

The "voting 3 times against independence" is questionably phrased: the last referendum took place during covid quarantine and France deliberately refused to postpone it, so the Kanak independentist organizations decided to boycott the referendum as a way to undermine its legitimacy. It would have been more accurate to separate it into an additional sentence saying the popluation of New Caledonia as a whole (instead of just the Kanaks) voted against independence.
