The police knows how shoot, but their management is based on corruption and everyone trying to find ways to make illegal income. I used to work as linguist with U.S army for 10 years. Most of the corrupted individuals supported by the NATO forces. They knew that these people are not committed to their jobs, but still they received salaries from NATO.
