Well, It's actually just a peculiarity of categorisation in English. Y is only considered a vowel if there are no other vowels if none other are present. So for instance, in Y it is considered a vowel, but in a word like 'actually,' it's a consonant. Don't ask me why, I didn't make the rules

Even with equal distribution (and you have to ignore the fact that the contestant needs to choose the right sequence...it happens eventually) it would be 21x5x21x5x21 (21 different consonants and 5 different vowels)...Not even 250k/1 chance. That said, if you want to take into account the distributions you also need to factor in the fact that there's fewer tiles after the first 2 have been placed and the odds of each letter appearing changes slightly as you progress.

Yes, that's always seemed strange to me too. People call it a semi-vowel, but really even the "consonant" case is more like a vowel... YELLOW could just as easily be spelled IELLOW, and nobody would call I a semivowel. The same goes for W.
