Prediction for why people are turning without being bitten: Because the infection is from fungal spores, the military burning the forests also burned the zombies and the spores from the zombies got picked up in the smoke and wind and got into people lungs. Because the spores would likely be damaged from the fire, they wouldn’t be strong enough to fully kill a person and only comes into effect when the host dies.

Also it is known for having landslides due to been hit by mga bagyo(rainstorms) and weakening the earth with heavy rain to cover the passages.
