I think she really loved the other man but she never got the chance to run away with him she ended up in the hunger games with pita instead but if she ran away with the other man then she would have never been able to save her world so it all happened for a reason.

I definitely think her and Gale could’ve worked out in a different storyline. But his idea got Prim killed and I don’t think Katniss ever would’ve been able to forgive him even knowing he didn’t directly do it
