If they couldn't immediately buy a new shower head, it is actually a pretty clever temporary solution. I've seen it done a lot, mainly while camping: people would hang a plastic bottle with many tine holes on the bottom from a branch and attach a garden hose to it. Bam, improvised shower.

Here in Germany this is a sign that the customer hase bad payment behavior or is a deceiver. If you see that on a job sight you turn around immediately or make a 200% offer for Problems afterwards. Most of the time this is more subtl like a cobblestone upside down.
