A lot of hip-hoppers pronounce words, omitting them last part of the word. Also, words that contain "th" in the beginning of the word is pronounced "dat" instead of "that." So what you're hearing (and it bothers the hell out of me!) is, "Gotta luh dat.' It's an Ebonics thing.
