Before Taiwan became a democratic country around 1990, it was ruled by Chinese KMT dictators who banned the use of Taiwanese language for 40 years. Generations of Taiwanese had to secretly learn their own language from elders, some didn't learn it at all. President Lai was using Mandarin for the benefit of those who didn't learn Taiwanese.
