Hi, in plinth beam.. Where should the extra bar go? 3 on top and 2 down or 3 down and 2 up?

ASCE/SEI 7-22 - Minimum Design Loads and Associated Criteria for Buildings and Other Structures. Often just called ASCE7 for short. The video has a shot of Figure 27.3-1 illustrating main wind force resisting system (MWFRS) loads.
