Benito Mussolini, who ruled Italy for decades, is considered the founder of fascism and Hitler's original role model. Within a very short space of time, he managed to concentrate all the power in Italy in his person and continue to expand the Italian colonial empire.     Short answer: cause after WWI and mainly after the Spanish Franco's war (right before the starting of WWII) Italy drained up all his resources and economy. It was a non industrial country coming from long years of war economy (that destroy even more your country at long therm). So they was not having any economy whatsoever, nor a bellic industry, nor the tech level they have today....not even closely. Italy was not prepared for that war, still they managed to resist some years vs half of the World.

    Well, we can add the M informed H that Italy was not ready before 1943 (or similar) at least… for the reasons you wrote… said that… There where things behind the scenes that we still don’t know at all and on both sides (probably a little bit more Italy but that’s not so important). Anyway, a Neutral Italy was the right choice… to be prepared in case of necessity… entering into war bring Italy to have an arm wrestling with Germany about the strategy and in many cases Italy supported bad decisions as the racial laws (continuing to communicate with the allies) that were a sort of war into the war and from tactical point of view a dumb thing… and a criminal to do in general…but It’s a point too specific to be explained…
